He's using a different technique. He's using a mix of pushing them out of balance, and Sensen no sen, moving slightly before the opponent starts his attack...
If you're in an attacking move, you're trapped inside it. If your opponent then fakes a punch, you can't react by blocking it, because you're trapped inside your movement. You must stop attacking and retreat. You can also keep the attack going, but most people are too afraid of getting hurt so they won't risk that.

私は合気道をやっていますが、重みのかけ方、崩し方は非常に似ています。というか歴史的に言うとこちらのほうがはるかに古いかなと、沖縄には二度行った事がありますが、もしまた訪問することがあれば、ぜひ稽古を体験したいものです。
