In the context the wording 'coloured girl' was used in this clip, it has negative conotations - because he clearly knows her name and has chosen to give her a 'tag name' instead, which means he is intentionally aiming to demoralise her - hence the rascism card raised by many.
In the UK if those words are used by someone over 60 we understand it was the norm then and let it go. Im black and Mum still occassionally says coloured when referring to some people - as a term of reference only.

he lies and says that the only time he remembers anyone saying "that colored girl" as something inappropriate that Jerry says sometimes. So Steven *knows* that it's inappropriate, yet here he is on video saying it in an aggressive way about Libra. He should have just admitted to saying it, and at least salvage some respect.
