It's part of the R4 in-game soundtrack, referred to as "The Ride". Look up "Ridge Racer Type 4 Direct Audio" in wikipedia.

Nice game,the best Ridge Racer for me,the music's nice...and the cars...I guess it's unnecessary to say the first car from Terrazi is the same car as NAMCO's car at the first Ridge Racer...
