Before you make all things, who I write you, You must press F9 ( in object mode)( in cloth) and make new vertex gruops and after who I write you in softbody to the right from Use Goal press small button and choose "group"
In cloth you must press ctrl and Tab simultaneously, and press f9, and in "paint" you
must press "add" ( red ) and paint the area who is supposed not to move, after this you must press " sub" and paint the whole ( blue), if you have any questions write.
@TomboFry go into edit mode and select the vertices on the top of the cloth then press "i" and click on Loc after that jump 40 frames and press "i" and click loc again the top part of the cloth will stay in the same place.
