let me see if i understand this, you want to monetize the right to vote? the more money someone has the more their vote will effect the outcome of an election? if im understanding this correctly what you want to do is convert the federal government from a privately owned corporation into a publicly owned corporation and force the citizens to use shares of the government/company as money.
