In Wikipedia, it says that Uyghur are Turkic people of Central Asia and today many of them live in Xinjiang Uygur Autonomous Region in China. You are right. Uyghurs are not Chinese or Han Chinese. However they are one the large ethnic groups in China today. It will be good to hear the original melody of this music.
Wiki is right, I guess you can also read there how my historical motherland became Chinese territory and what Uyghurs think about being Chinese:) OK, no more politics, my young friend:)

I am not too sure. Depends on your age. I guess young learners tend to pick things up quicker and easier than adults. I believe that 30 mins a day will be enough for new starters. I have an uncle who always tells me that it is regularity of practice that is more important than the length of time spent on each session. He said that 7 days a week x 30 mins per practice is better than 3 hours per practice x 2 days a week. If you have a teacher, you better ask for her / his advice. Good luck.
