@htxsouth713 you lower a car from 2 ways :

1- you buy a new set of springs with the drop you want (cost around 500-600$ plus around 200$ installation)

2- you go into a tuning garage to make them cut your springs (its not recommended at all, but cheaper)

When the car is dropped (for example 2inch) the wheels does not fit anymore into the wheelsocket, you must then add a new cambers system to make them fit, flush.

@htxsouth713 it's obviously lowered with coilovers. If you choose the right size tires, you can lower it so that the fenders are in line with the rims
