Billboards are NOT art; they ARE a blight upon the landscape. As a premise, this cognitively stunted proposal (presented unprofessionally by a tongue-tied reader of flash cards) should be summarily rejected.

The proposal attempts to mitigate our tolerance of questionable artistic tastes with a review committee. But if past precedent is any indication of outcomes & costs, then we should all be very skeptical.

We are entering and age of frugality and cannot afford such shenanigans.

I love the white windmills. Please don't make them tacky. A field of white windmills is so beautiful. What you're talking about sounds complicated, fussy and frankly, ugly.
