Remember Shabir Shah and some other people were arrested on the border in 1984 with arms and weapons. There was a plan by Pakistan's ISI to train militants in the mid 80's, culminating into big terrorism attacks for 1991. However the so called rigged elections made the process faster, and therefore the ISI decided to trigger the attacks early in late 1989.
