Just like the English press kept trying to say England was the favorite to win, even though vegas said other-wise. FIFA all but told England straight out that "Opening up new markets is a goal of FIFA". You also neglect the $50 billion in infrastructure, not counting the $12 billion to build new stadiums and the fact that Sochi has proven Russia can do it in time.
