Actually having Japanese blood does give you more "access" to the language. Those underlying feelings that the Japanese have regarding foreigners will never change regardless of one's level. From my experience as a Japanese translator, Japanese skills hurt more than help since most Japanese people DO NOT want to communicate with "the enemy".
In other words, a half Japanese person could suck (not saying u do) and be treated well where someone at the "gaijin talento" level may be ignored.

@jbs3009 why? There's different categories for different levels, and I know plenty of half-races that don't know their parents' languages. I think it's really nice they are willing to learn more about their culture. It's not like it's easier to learn a language if you have that blood, me for example, I'm half French and in school it was really hard for me to learn, yet I learnt Brazilian Portugeuse within 6 months and I have absolutely no blood relations.

ha! but I only learnt how to speak Jap a year before this aired. Wish having Japanese blood helped you speak...but it doesn't!
