The reason that cannabis wasn't of higher quality is because it was smuggled. Look at what they did to try and get it to other countries. Potency in marijuana hasn't changed much since it was first consumed for recreational purposes. In fact, in a span of about 20(ish) years, the average THC levels in marijuana went up only 2%. ( 9% - 11% THC from the 1980s - 2000 ). Not to say there isn't bud with levels over 11% (It is an average), the current highest concentration is 20%, but not everyone smokes it of course. For whatever that's worth. Just stating that statistics taken shows potency hasn't increased in any amount worth noting.
