i found it... this song was also played when tien was sacrificing himself to buy time for android 18 to escape. and yamcha and chaitzu wanted to go save tien. but roshi stopped them and tolds them that if they go theyll just become 2 more victims. i think that was the first time i saw roshi so serious. its a reminder to how wise and what a great adversary roshi is...

i remember they played this song when cell was in his imperfect form, and master roshi was in his island with i think yamcha and yamcha wanted to go fight but master roshi told him to stay because he would only get in the way. and as the song is playing you see master roshi look up into the sky and its beautiful how blue the sky looks and how calm everything is and the clouds moving by, but in reality the worste was yet to come and monster was out there determined the destroy everything...

@onlydeepandReal Typically I'm not the kind of person to get teary-eyed easily, but that visual you just gave made me see myself as a young child. I was just staring down into my own eyes. My younger self was looking back at me with a seemingly confused, albeit curious, face. Looking at myself, a torrent of sadness that I've tried to keep locked away for so long finally broke free from its prison.
