Firstly the DS handles MOST packages in the DAY unless COMPLETELY UNAVOIDABLE. *Esp. in NYC* Everyone seems to think the DS is EVERYWHERE in NYC. What you are looking at is the BATF (Bureau of Alcohol Tobacco Firearms)JFTF which works with the NYPD FT-6 out of New York's Eastern District Office. I see them daily 20 blocks from this location. They are en route to 1PP most likely. Ive always liked their G-rides cuz they spare no expense on warning lights in NYC based vehicles.
