A transformer steps up the voltage from the battery, thing is, transformers don't work on steady DC, so an oscillator is required to make the DC unsteady. Since it's a disposable camera, the flash might be fired 27 times or so, and low cost is important, a clean sine-wave oscillator isn't used. What you get is an oscillator in the high audio frequency range with harmonics (multiples of the base frequency) in the radio spectrum. If you have good hearing, you can hear it whine while it charges.
