For those who do not understand rent control is a city ordinance passed by the council or voters to regulate the pricing of rental property. What I'm trying to explain is that in United States of America we have people who are bilingual. The fact is that the government has failed to teach these immigrants to speak proper English. Therefore, instead of teaching millions of bilingual immigrants a proper English, the government officials (thousands the most) should learn the language that is used in their governance--that is the sphere where they govern. Yes, if the majority of people are Mexican, Governor should know Spanish.

For those who do not understand rent control is a city ordinance passed by the council or voters to regulate the pricing of rental property.
