However civilians who had picked up arms become insurgents which makes them legitimate targets for state defense forces. Not to mention a Libyan Islamic Fighting Group which seems to be a core of so called civilian fighting force. (just google LIFG for full info on a pro-democracy terrorists group) Jihadists working with NATO to overthrow goverments...that hasn't happened since Bosnia.
