I think there should be a cap on it. If 65,000 undocumented kids graduate from our high schools each year, the the Dream Act should have a cap of 65,000. Otherwise, it becomes an incentive for foreigners to come here and break our laws. We have too many of those... incentives that is.

Graduating with honors- at the TOP of their class: Valedictorian..

Then they are asked what all students are asked:

"What college are you- did you get accepted to?"
