Well, I'm a Raiden fan trying to put myself in Raiden haters' shoes, and I think what they don't like about him is his face. I mean, he's a cyborg ninja wearing a see-through shield just so you can see his shiny blonde hair and pretty face. I'm sure there are practical reasons for that, but I think Kojima intended it that way to appeal to girls. If he covered his face he'd be just another Gray Fox, a character that, by the way, appealed to guys the world over.
