AB 357? Can we become a shall issue state? CCW permits require fairly extensive gun training, further background checks, and basically bypasses every reason why AB 144 was passed.

All 40 "Shall issue" states have no negative reports or repeals to CCW permits among citizens and actually have decreased crime rates by numbers of 5-8 percent +.

With no open-carry of handguns. California must reconsider to become a "Shall Issue" state.

@samrhaley It's signed now, so it's moot. But no I was dead serious. I'm not trying to reduce crime with this bill, I'm trying to get a CCW, and this bill passing was my only shot. Now a CCW is the only way this fucked up state can allow me my 2nd amendment rights. Most CCW lawsuits are turned down on the basis that open carry is legal. This is going to open the ground for major lawsuits, and at least give us a shot at becoming a Right to Carry state.

CV07-05895SVW the reason for the dismissal was, In CA you have the right to Open Carry. Regarding the request from police chief:

California Police can not handle law abiding citizens open carrying unloaded firearms. All of the other states, allow some form of bearing arms. It may be CCWs or Open Carry. This is the only state that does not allow it. All of the other states have police that are managing law abiding citizens carry firearms. @gunguy54 Peruta and Richards were CCW lawsuits attacking sheriff discretion in issuing CCW permits. The biggest argument that both judges gave for not striking down sheriff discretion is because California already had an alternative to CCW: Unloaded open carry. If ab144 passes and because CA law, we won't get CCW automatically, but the appeals in Peruta and Richards have a stronger arguement to strike down sheriff discretion, giving California a better chance to become a shall issue state.
