Get a big ass machine gun and keep shooting him. When he gets to a low health, only shoot when hes running at you when his life bar is gone completly,, unequip your weapons, and equip the syringe. Get him in a normal CQC chokehold, and press Triangle, i believe, and that kills him. Good luck!
