Man, every time I go to a hairstylist, I always show a picture of Dorothy's type of fringe and they always do it wrong -_- So I ended up growing my fringe for a couple of months and search for another hairstylist and no luck so far.

@MilaBanilla If you're still having trouble with it... it's very similar to a Japanese "Hime" cut. You can do this yourself if you want. Divide the hair so that all the hair behind your ear and in front are parted. Tie the back hair... back... start cutting the bangs till the outercorner of the eyes and cut sidefringes :P Her side fringes end at her cheekbones and all but you can keep them longer till it reaches your jawline. The hairstyle is meant to frame the face. :)

i think it's mainly down to diet (Asians tend to eat far more healthily than us), body shape (petite and slender frames), face shape (more feminine than most westerners) and a small amount of good genes. the make up also helps take off 20 years!
