The Teenager daughter and the little kid are his adoptive family, and also Cleveland Junior is the only one to have aged, which I agree is a little odd, considering noone seems to age in Family Guy, apart from Stewie having his 1st Birthday, and Meg having her 17th

the plan is to bump up Brian's involvement, personally I think they should use Mort as Cleveland's replacement, it could create alot of hilarity, and make Mort a more rounded character

Well if you watched Family Guy enough, long story short, you'd know Cleveland caught Loretta sneaking around with Quagmire, Loretta & Cleveland got into it, and they divorced each other. Loretta naturally realized she made a big mistake and begged for Cleveland's forgiveness, but he refused it.
