I hadn't considered this. It's like saying the game's over, but the goalie is still there, defending for a game that is no longer in progress.

He also could be referring to quarter as literal periods of time, and not regulation segments of gameplay. As just a way of saying "The first half of the second half of the game."

Unless football (soccer) is sudden death once regulation game time is completed. I used to play soccer YEEEAARS ago but I'm afraid I've forgotten those nuances..
