Blanka is such a tough matchup for Guile. Why didn't Muteki use DeeJay which is a counter pick for Blanka.

Blanka is only a slightly superior match-up against Guile, like 5.5-4.5 or 6-4 at worst. At the same time, Guile is by far Muteki's best character. Considering that Chunners is supposed to have an edge against Blanka, Muteki probably wanted to stick with his main there.
