Were this actually the case he would not have constantly stated that it was US foreign policy that unintentionally led to such retaliatory attacks.

C-SPAN is not in control of the cameras in the Congressional buildings; the Speaker of the House's staff controls it in the House of Representatives, and the Majority Leader's staff in the Senate. Typically, the cameras come on when Congress is in session, off when session is closed. Whatever you heard about the 90's is probably a skewed exaggeration.
