@Leona10037 The person who does their voices, also does many other voices whom are mostly white. When they script these shows, they don't immediately know which characters are going to become regulars.

Cleveland just happened to be a main character and evolved into something bigger, but don't ignore the other white voices that he does also. I would assume he was hired because of those voices.
