Actually, it's very safe. Much lighter and flexible compared to metal scaffolding, it rarely falls and then only in parts (not entirely like metal does), does less damages than metal scaffolding, stands winds and stresses better and can go much higher than its metal counterpart.
And it's "Hong Kong under construction"! Not China!
