According to a video i saw, the guy on the video said that the director (presumably referring to Satoshi Tajiri) wanted to keep the show fresh but also kinda give the kids a new "eye-candy" for every show but mainly he wanted to throw in characters from the game so that people would watch the show and want to play the game, thus making more money. And according to the video the guy said that the creator is never going to bring Misty back. But from what I have read rumors that the show is ending.

If you go back and watch this whole episode, there is another interesting scene with misty and brock. At one point, Misty says "Take it from me, it's a lot easier to like someone who likes you than to like someone who doesn't." Brock asks how could she know, and she gets this kind of "oh, crap" look on her face like she accidentally revealed a deep secret, like maybe her feelings for ash.
