I believe he is just using a vocoder. It's basically a synth that is then used in conjuction with the pronunciation that he uses when singing/saying the words into the mic and then applies these parameters to the synth to make it sing!

You don't even need to actually sing the pitch with vocoders, you add the notes in via keyboard or midi, however you choose, you just need to create the pronunciation. Jeff uses the vocoder to good taste, often it is abused and make sound horrible.
