This is a standard mission, it's on the PC and PS2 versions of this game. Only one mission takes place in Liberty City/Marcos Bistro. Sadly the Liberty Map may be seen easily, it's not entirely solid. You can visit Liberty City without the mission via and array of glitches.

No mods included.

Are you guys really that stupid? This is a MISSION. In this mission you go to LC under orders of Salvatore Leone. Rockstar made Portland for a chase. However, that chase was cut off the game and Portland was never finished. He shoots the ground because there are many "Hell Holes" in the street because like I said, It ain't finished yet. Sheeeshh....
