Japan itself does not produce oil, after it loses its overseas territories, there will be no more supply of oil for the homeland. Without oil, planes cannot fly.

The German scientists that came to the US AFTER the war were hired not taken. There were no German scientists on the Manhatten project, there were some of German ancestry, but none that were taken.
