the sets are made with the props and 3d letters that are in the game, if you flatten a square prop you can make walls, roads, etc.

to play 3dmm without the disk, you can copy all of the files from folder 3DMOVIE100\3DMOVIE to C:\Program Files\Microsoft Kids\3D Movie Maker. and select 'yes to all' on overwriting. should work. also check out v3dmm, it's an expansion for 3dmm that allows you to import custom textures/characters/vehicles/w­eapons/props etc.
