That's Pocket D. You get there from Kings Row, Talos, Faultline, or Founders Falls heroside, or Port Oakes, St. Martial, and one other place villainside, I forget which. If you have the Good vs Evil edition of CoH, you get the Pocket D VIP Pass teleporter and can bampf straight there. :)

There is this demo thing where you can take demos of what you do in game and edit the whole thing later. Yes, it's legal but very complicated. I think it's called Sloth's demo editor or something.
