It doesn't really speed anything up - most items in the start menu are there for a reason, they are required. By people switching things off and not knowing what they are doing - they can slow their PC down. The PC then has to hunt for a file and run it so it takes longer.
I have XP SP3 on a 3.2GHZ AMD laptop with 1.25GB RAM & 512MB video card and it makes no difference to performance. Adding more RAM is far more beneficial and it's cheaper than ever now, so I would suggest that.

Most times you can turn off everything but AVG.
