His comment referred to his overall appearance. And I assure you, his arms are plenty strong. Just to hold that much weight above your head requires ridiculous shoulder and arm strength. You need a strong back overall, not only a lower back. Try OH squatting and you will notice much of your upper back is being used. And the reason why he can lift so much weight in comparison to other who are much larger in muscle is due to his central nervous system training (through OLY lifting).
The nervous system can vary the strength of muscular contraction by varying the number of MU's recruited. An MU is a motor neuron. They send messages to the muscle to contract. The amount of MUs fired determines ones strength. Olympic training utilizes more MUs and thus more muscle. While someone else may have more muscle, they have an under trained CNS to fire the muscles they have as efficiently as one of these guys. It explains why you have scronny 52kg men throwing 300 lbs above their head.
