I dare say it does not lack intellectual rigour, and I can cope with atonal music (Messiaen especially) but this seems to lack both shape and even the slightest semblance of melody. I can't imagine that anyone would ever programme it in a recital - half the audience would leave in protest and the other half would fall asleep.
Ideal music to convey an atmosphere in a film. This could be a depiction of a scene in Hiroshima [1945 August 7th, [the day after] ] or similar. In my opinion, film music has to be devoid of melody.
@ViewerNotes These are liner notes from the very old LP release (perhaps one of the earlier LPs released of Schoenberg's music, actually) attributed to the fine and well-known American composer Ben Weber. As noted at the end of this selection, these notes contain several factual errors. Perhaps they were edited are rewritten by the record company after Weber wrote them.

the use of a recitative is probably more a "theatrical" choice. Well, I don't know the reason of the choice.
