Speeches are the powerful tools of recruitment for ones own causes. To exaggerate things a little, every single terrorist in the world became radicalised due to speeches or books. And that's because they have a strong idealistic ego to do what they think will make the world a better place without knowing that they are being disillusioned.

Long time ago, when the BN was still active, they took advantage of the freedom of speech then to promote their own interest and gain support. They actually gave speeches to dissuade the people from supporting NS, industrialisation, HDB, and various other polices which were for the good of the nation and these speeches actually led to protests and riots. Naturally, any govt' would decide to take away that freedom to prevent unrest.
