What if the Japanese are simply researching the best ways of killing whales in preparation for when the moratorium is lifted? I think it is other members of the IWC that can not be trusted. They agreed with the moratorium to let populations increase and now refuse to consider lifting it for whales with appropriate sized populations.

Using a quota system is a fine way of ensuring a species continues to survive. What would be wrong with a quota on whales that are not endangered? @majalca03...Japan ( and some other countries) objected to the moratorium from the very start, and according to the International Whaling Commission (the IWC, the SAME organization that STARTED the moratorium), any member country of the IWC that objects to the moratorium from the beginning is not bound by it. The IWC issues the permits EVERY YEAR. Anyway, Japan could quit the IWC and continue whaling anyway, but they need IWC permission to legally whale in Antarctica, so they stay.

What if the Japanese are simply researching the best ways of killing whales in preparation for when the moratorium is lifted? I think it is other members of the IWC that can not be trusted. They agreed with the moratorium to let populations increase and now refuse to consider lifting it for whales with appropriate sized populations.
