If the offender continues to bully anyone based upon sexual orientation, race, gender, religion, etc.. than the paddle should be used. However, every single student has a right to refuse a paddling in every school in the USA.

No students should be spanked in pre school. In elementary school, the staff should be allowed to spank students under parent or guardian consent. However, they should not be allowed to paddle them. I think the paddle should be used on high school students if it does not bruise their rear end. There should not be any bare bottom paddling. High schools students should only be spanked if their parents or guardian consent with the school.
