So I just tried starting a new game of this. With my two millitia, I quickly discovered a hut very close to my first city. A horde of barbarians has been unleashed! First millitia dies. They come and kill the second millitia, then beeline for my defenseless and only city. They sac the city. Game over.

What does building the Palace do to affect the gameplay? I always wondered since I played the game back in the early 90s, or does it just look nice?

The farther a city is away from the capital it takes longer to build and it just is harder there is keep everybody happy. Well is Civ 3 and 4 anyway

The upgrades just look nice. But if you build the "palace" item in a city, it makes that city your new capital. The farther a city is from the capital, the more corruption it has, which appears as lost trade points. You can reduce corruption with a courthouse.
