Not all states allow you to carry a weapon. You can own them, but not all will allow you to carry them, and even in states that let you carry, you have to get a permit to carry them.

So, you are wrong. It is like alcohol. You can buy it in all 50 states, but some counties in those states are dry counties, and you cant buy any alcohol in those counties. You have to go to another county to buy beer.
