Yes but the basic MR is 30 on most champs and with magic pen boots it leaves them with only 10 MR. A Void staff that does percentage magic pen is then a lot less effective than flat magic pen. But I must admit I don't know how the magic penetration is calculated when you have a flat MP item and a percentage MP item.
