Does anybody know the name of the older guy in the red cap (watching the tire being changed). It comes shortly after the guy grabs his crotch. I think I know him and I'm looking for confirmation.

The road sign at 0:30 is westbound, located 2 miles east of present-day Exit 48 (PA 28 Kensignton/Pittsburgh) (near mile marker 50).
