while it was stupid to put it on nitro, at this point they were losing the monday night wars to wwe. They had to do SOMETHING to get the people watching.

Russo and Bischoff were more concerned with the quick fix rather than the long haul, hence why they didn't build this up into a ppv. They wanted to win NOW, not tomorrow.
