I have officially come to the conclusion that the laughter when the ring is picked up isn't the Master's laughter (from hearing it alone at the end of this video), but the laughter os what sounds like an extremely menacing female...

It was confirmed in a recent interview by Russel T. Davies that his wife didn't pick up the ring when he was talking about the episode.

The laught also sounds like someone really sinister, not Lucy.

They would have confirmed it by now, but the only members opf the Doctor's race in the special known are: the Doctor, the Master, the Narator, and another, unknown Time Lord.
