did reluctant ?? Klaus was forced to ratify until heavy pressure and Eu treath of retaliation. But he did lot. By refusing to a new ratification, he showed all the corrupted process behind the Lisbon Treaty, for which EU spent too much money already...... such ipocrisy from EU.
