Test 3 was not made with after effects. The explosion was originally made using 3DSMax. The explosion after effects include a shaking camera and dust particles flying at the camera.

Even though a powerful DBZ character could easily produce a blast that powerful from a single attack or energy wave, most of them are still organic beings so they would still be damaged by the heat of a nukes and eventually succumb to the radiation. The human almost certainly have nukes (since their technology is at least as advanced as ours) but sadly they never used nukes on a global threat like Cell or Nappa so they got owned.

It was even proven in the anime several times that most DBZ characters are afraid of nukes--like Perfect Cell was scared shitless by the nuclear self-destruct bomb inplanted inside 16 but that bomb was sadly removed when 16 tried to self-destruct on Cell. What I am saying is that DBZ characters aren't as powerful as most people think they are.
