ok so we just started learning about the this topic last week in my US history class and from my understanding Rwanda was control by Belgium and the Hutu ethic group hated the Tutsi because they thought Belgium favored the Tutsi's over them just because the Tutsi's were more light skinned and taller like the Europeans. The Hutu radio station was broadcasting anti Tutsi propaganda for a few years before that and even instigated killings of the Tutsis. Overall, the ultimate goal of post-colonial Hutu-governed Rwanda was to eliminate all Tutsis - it was not a knee-jerk reaction.
