I'm damned sure that they didn't have audio editing technology available for creating cartoons

So they take an outtake, hit fast forward and use that as a sound effect

This isn't a hidden message or a conspiracy

not only is this true but a different edit of the same tape (cut off at the "W") is on a cartoon from the "Harveytoons: The Complete Collection" unknown who did it but a couple of other cartoons have the same thing on "Harveytoons: The Complete Collection" and has 2 cartoons with 2 of the same tape (same voice as above) reading a news item (?) and another obne talking about a singer, on "Harveytoons: The Complete Collection" I DID IT MYSELF didnt take note what cartoons they came from !
